When the Commonwealth Government decided to transition from Medicare Locals to Primary Health Networks, the Department of Health faced the complex task of winding up an entire administrative body across multiple jurisdictions. The department required a qualified professional who could step into a trustee role with legal authority to manage the wind-up process.
